Can I convert a JPEG to a BMP so I can reduce it size in MS paint?

Sure, or you can keep it as a jpeg and reduce its size with MS Paint.

IE can do it, or you can get IrFanView or some other image freeware.

I'm a fucking retard....i have converted my jpeg that i want to be an avatar but i just found out i need it to be a GIF or Jpeg....I instarlled the Irfranview but now I cannot figure out how to change this bmp back to jpeg or even a gif.....any ideas??

Open with Irfanview, save as jpg, or whatever.

i tried that, that's why i'm so fucking pissed....it won't let me and i unistalled irfranview.......surely there is a way to reduce a fucking jpeg with windows applications
