Thinking quickly, Smith signaled for a timeout before Carolina could snap the ball, knowing full well the Falcons had used their final allotted timeout just after the two-minute warning. He also knew that NFL rules don’t levy a penalty when a team tries to call a timeout it doesn’t have.

So it's a penalty to call consecutive timeouts you do have but not a penalty to call a timeout you don't have. Great work NFL.

They should have just flagged Smith for being a flagrant fucking asshole about it. He was pushing and shoving people like an angry crack head. I've seen coaches get penalized for much milder behavior.
