    To put someone on injured reserve during the off-season they have to pass through waivers first, where anyone can claim them. There is a genteman's agreement among teams not to make claims on such players, and as far as I know the Patriots are the only team ever to do it. You might remember them doing this with Jake Ballard a couple of years ago when the Giants wanted to put him on I.R.
